Following guidance issued by Mayor Walsh recommending the postponement or cancellation of public meetings with 25 people or more, the BPDA is postponing all BPDA-hosted public meetings regarding Article 80 development projects and planning studies until further notice. While projects will continue to be reviewed internally by BPDA staff, the public review process for both Article 80 development projects and the BPDA's planning studies is on hold until public meetings can be resumed.
At this time, this excludes monthly BPDA Board Meetings, Boston Zoning Commission meetings, and Boston Civic Design Commission (BCDC) Monthly Commission meetings due to regulatory and statutory requirements. Extra precautions will be taken during these meetings to encourage social distancing. Only projects that have previously completed their public process or items that do not require a public process would be eligible to be brought to the Board.
On December 19, 2019, the Public Improvement Commission approved the name change of Roxbury’s Dudley Square to Nubian Square after a public hearing. Moving forward, the BPDA will refer to PLAN: Dudley Square as PLAN: Nubian Square, formerly known as PLAN: Dudley Square.
In the last workshop, which was held on February 24th, we discussed the draft Request for Proposals for Crescent Parcel and draft Request for Proposal for Malcolm X Parcel. The planning team is used this information to encourage development that best reflects community values.
The following workshop, which was planned to be held March 23rd, would have highlighted the changes made to both draft RFPs that were made in light of feedback from the Feb. 24th meeting, and presented an updated draft Crescent RFP and updated draft Malcolm X RFP . THIS MEETING HAS BEEN POSTPONED UNTIL FURTHER NOTICE. All meeting materials will be posted online in the meantime; individual links to the materials, like the materials can be found in the Past Public Workshop section below.

Summary & Goals
At the heart of the city and home to the region’s busiest bus station, Nubian Square is a prime corridor for job creation, commerce, and transit-oriented development. PLAN: Nubian Square will revisit the visions presented in both the Roxbury Strategic Master Plan and Dudley Vision to evaluate if they still align with current community goals. Using these past plans as a framework, PLAN: Nubian Square will offer the City and community the opportunity to think strategically about the types of uses, public realm, and scale of development that are best suited for the future of the area.
This planning effort will create a road map for a streamlined implementation plan for publicly-owned (City/BRA/State) and vacant privately-owned parcels. From this Nubian Square focus, we will work with the community to further expand the discussion to the Roxbury neighborhood at large.
Through open dialogue and community involvement, this study will be used to develop an implementation plan to mobilize development on publicly-owned parcels.
On July 11, the BPDA Board voted to approve the PLAN: Dudley Square Process Overview and Guidelines for Development document. It is available for review here.
