LDAs and Resilience Review Guidelines


As part of the Planning Department’s efforts towards a more climate resilient city, in 2019 the BPDA developed and adopted Coastal Flood Resilience Design Guidelines. In 2021, the Coastal Flood Resilience Zoning Overlay District, or “CFROD,” was adopted in the Zoning Code as “Article 25A.” The CFROD protects Bostonians by establishing resilient design guidelines like flood elevation for new construction and retrofits and ensures that projects protect our most vulnerable populations by requiring applicable projects be reviewed for possible climate  impacts.

Parcels subject to an Urban Renewal-related Land Disposition Agreement (LDA) that are also located within the CFROD are subject to design review requirements as outlined in the LDA, while also being subject to Coastal Flood Resilience Design Guidelines. 

At a high level, there are four main steps for LDAs undergoing review within the CFROD:

  1. The Proponent submits their Project Proposal to the LDA Review Committee.

  2. The LDA Review Committee works with the Proponent on any changes to the plans, if needed.

  3. The LDA Review Committee will work with the Proponent to guide the plans through Board Approvals as necessary (e.g., Minor Modification to the Urban Renewal Plan, Land Disposition Agreement amendment).

  4. The stamped plans return to the Proponent.

To further clarify this process and ensure the multiple levels of legal, policy, and design review for these projects are coordinated across teams within the Department, the Urban Renewal team has released the following guidelines illustrated in the steps and the flowchart depicted below.
