Staff of the City of Boston Planning Department will be hosting a virtual public meeting for the public to learn about the draft zoning and updates to the permitting process for Small Clean Energy Infrastructure.
In order to comply with the 2024 Climate Act, the new State regulation 225 CMR 29.00, and reach our regional climate resilience goals, the City of Boston is drafting zoning and reforming the permitting process for Small Clean Energy Infrastructure. This kind of infrastructure can include things like solar, wind energy facilities, energy storage, and energy transmission. The State is requiring cities and towns to provide an opt-in “Consolidated Permit Process” for the infrastructure by October 1, 2026, aligning with the energy resilience goals of Boston’s 2030 Climate Action Plan and our goals of reducing carbon emissions by 2050.
We will be seeking comments from the public on the draft zoning which will be released prior to the virtual public meeting on Wednesday, July 27. In order to comply with the state deadline of October 1, 2026, this zoning will have a limited comment period and be considered for approval by the BPDA Board on August 13, 2026 and the Zoning Commission on September 9, 2026.
