Fid Kennedy Avenue Realignment

Fid Kennedy Realignment construction project proposes realignment of the section of the Fid Kennedy Avenue between the Northeast corner of the V1 lot and the Northern Avenue Intersection. The realignment design provides significant improvements to safety and functionality of this segment by incorporation of two way unimpeded truck traffic (WB-67), pedestrian sidewalks on both sides, along with improvements to pedestrian crossings, landscaped sections, and safe parking opportunities for Raymond L. Flynn Marine Park (“RLFMP”) tenant businesses and their customers. The project also considered the future possible signalization improvements to the Northern Avenue Intersection that is currently in concept design. Throughout the design process the RLFMP Tenants Association and Massport were invited to be part of the process by open houses held with the designer and structured feedback opportunities that shaped the final design in the construction documents.

China Trade Center Security Upgrades

China Trade Center Physical Security Upgrades construction project proposes significant and meaningful improvements to all building safety aspects for this building located at 2 Boylston Street Boston MA 02116. The project will improve safety for tenants, which includes Boston Public Library Chinatown Branch, Chinatown Main Streets and many others, and their visitors, as well as operators and the municipal protection services that maintain the building and ensure its security. Improvements include updates to the existing cameras and additional cameras, enhanced lock systems and other access controls.

Assessment and Engineering of the 72" Drain on Fid Kennedy Avenue and Service for Parcel W

Raymond L. Flynn Marine Park (“RLFMP”) utilities play a significant role in health, safety and stormwater management for all tenants and users of the park. A recent RLFMP-wide storm drain assessment found 2 specific locations that need either repair or replacement and further, more in-depth investigation. This Request for Proposals (“RFP”) is issued to evaluate responses and to contract with a qualified Design Consultant who can conduct further investigation into 2 specific areas that were identified in the recent assessment of the drain system of the RLFMP that requires scope beyond what the assessment final product. Upon further investigation, the consultant will perform design tasks for repair or replacement of these areas and prepare construction documents.

Building Trades Training Provider for the Boston Climate Jobs Alliance RFP

OWD is seeking a vendor to deliver a pre-apprenticeship program registered with the Commonwealth of Massachusetts’ Division of Apprenticeship Standards. This program will provide students with career readiness, occupational skills, and wrap-around support to prepare them to enter and be successful in a registered union apprenticeship in the building trades, directly supporting the goals of the Boston Climate Jobs Alliance. The Office of Workforce Development will provide up to a maximum of $388,000 in funding over two years for the execution of the work outlined in the next section, with the possibility of a 6-month no-cost extension.

FY27 BPDA MassWorks/HousingWorks Funding Notice

The Boston Redevelopment Authority (“BRA”) d/b/a Boston Planning & Development Agency (“BPDA”), by its Chief Procurement Officer (“CPO”), is pleased to issue this funding notice for the Community One Stop programs.

The BPDA is working with the Executive Office of Economic Development to provide development projects within the City of Boston grant funds through the MassWorks and HousingWorks programs for the 2027 fiscal year.

The goal of this notice is to identify eligible Boston-based projects that could benefit from these funds. Individual developers cannot directly apply for the MassWorks and HousingWorks. In order to access these funds, the BPDA will be submitting to the State on behalf of a select number of developments.

Raymond L Flynn Marine Park ("RLFMP") Landscaping

The selected bidder shall furnish all necessary labor, materials, equipment, transportation, supplies and services at the Marine Park. The landscape services will be performed three times per year on a seasonal basis (spring, summer, and fall).

Downtown Waterfront Landscaping and Maintenance

his “Scope of Work” generally consist of the following: furnishing all necessary labor, materials, equipment, transportation, supplies and services for landscaping and hardscape maintenance in the Downtown Waterfront, at Central Wharf and Long Wharf. The Scope of Work includes the maintenance of planters; tree, shrub, and plant beds; granite plazas and wooden decks; and drainage culverts. Within those areas, the selected bidder will undertake weeding, mulching, deadheading, pruning, surface cleaning, watering, and seasonal cleanups, as well as daily trash removal and portering. The contract also shall include snow removal of the Project Area during the winter season.

City Academy Bridge Program Training Provider

The City of Boston Office of Workforce Development, via the Economic Development Industrial Corporations (EDIC), was awarded $9.8 million in 2024 to create the Greater Boston Climate Jobs Alliance (The Alliance). The Alliance work is aimed at training at least 645 people and placing 484 in jobs committed by 13 employers in family-sustaining, coastal, and climate resilience occupations by 2028. A central component of this initiative is equipping individuals with Commercial Driver’s Licenses (CDL) to support the goal of preparing the workforce for jobs that advance coastal resiliency strategies. Curriculum will be provided to adult learners (18+) and with case managemeWith this Request for Proposal (RFP), the Mayor’s Office of Workforce Development (OWD) is seeking a service provider with expertise in CDL training capabilities (hereafter referred to as ‘The Consultant’) to develop and deliver job readiness nt and job coaching expertise that prepare Boston residents with the training and licensure needed for job opportunities to advance coastal resiliency. The Consultant will act as a trainer and instructor to the adult learners in the program.

The Consultant will ensure that program participants obtain a CDL Permit in order to meet the requirement of entry into behind-the-wheel training. They will update and create instructional materials focusing on permit study skills, CDL profession knowledge, and content knowledge for the State CDL assessment. The Consultant will also prepare students for other written tests including hoisting license and endorsements such as Tanker to make them eligible for a wide range of career options. The instructor tracks attendance, timeliness, initiative, and accountability to address potential barriers to course completion. Additionally, the Consultant will facilitate testing sessions for Bridge preparation, scoring assessments, conducting interviews, and engaging employer partners to broaden the range of job opportunities that require CDL licenses.

City Academy CDL Training Provider

The Office of Workforce Development (OWD) is seeking an experienced Commercial Driver’s License (CDL) training provider to provide Theory and Behind-the-Wheel training for Boston residents seeking a CDL Class B license in the Commonwealth of Massachusetts. The Office of Workforce Development expects the provider to have their own vehicles for training and the training provider must use City Academy's CDL training course at UMass Boston to ensure the accessibility of CDL training to Boston residents. Program graduates will be prepared to enter into employment with employers such as Boston Water and Sewer to ensure water and wastewater systems reliability and the City of Boston to strengthen emergency preparedness and response capabilities.

BRA Site Maintenance

The Project will include, but not be limited to, furnishing all necessary labor, materials, equipment, transportation, supplies and services for the work. The Scope of Work for the Project generally consists of:
• Periodic maintenance of grass, shrubs, weeds, and miscellaneous plant growth, including mulching.

The Port Norfolk Flood Resilience Audit + Retrofit pilot will provide individual home flood hazard audits and retrofit funds to households facing near-term (2030) coastal flood risk. An estimated 20 homes will receive home audits with a smaller number of these anticipated to receive grant funding for minor retrofit measures identified in those audits.

HVAC Training Program for PowerCorps Boston

PowerCorps Boston (PCBOS), in partnership with the City of Boston’s Office of Workforce Development (OWD), invites qualified training providers to submit proposals to design and deliver a comprehensive Heating, Ventilation, Air Conditioning, and Refrigeration (HVAC/R) training program. The initiative is designed to serve young adults aged 18 to 30 from Boston’s underserved communities by providing technical instruction, safety training, and industry-recognized certifications required for entry-level employment in the HVAC field. This program supports PowerCorps Boston’s mission to create equitable green career pathways by integrating workforce training, professional development, and environmental stewardship.

China Trade Center Janitorial Services

Under the direction of the Property Manager and BPDA staff, the contractor will be responsible for all labor, materials, equipment, transportation, supplies, services, and apparatus necessary to perform janitorial cleaning and maintenance services.

Generator Maintenance

The selected contractor shall furnish all labor, materials, equipment, parts, machinery, transportation, and supplies services necessary for generator maintenance at the locations listed. The work will include both scheduled and short-notice emergency services.

Main Street Interim Deployable

The project includes the construction of three (3) segments of free-standing retaining walls. The proposed walls are to be cast-in-place concrete walls with a stamped façade that is anticipated to provide consistency with the finish of the adjacent structures and walls at the Schrafft’s property to maintain a visually connected streetscape. The project will also include the installation of temporary, deployable flood barriers that include removable posts, stop logs, and a swing gate. The work also includes a raised crosswalk, sidewalk reconfiguration and modification of drainage structures to accommodate the street changes.

Martin's Park Interim Deployable

This project is addressing a flood pathway located in Martin’s Park. This work includes casting concrete posts directly on the existing rock surface and installing a deployable flood barrier system.

Pier 4 Fender Pile Repairs

Repairs to timber fender piles and deck repairs to enable berthing against the pier.

South Jetty Berthing Upgrades

This projects upgrades the South Jetty in the Raymond L. Flynn Marine Park to berth a type 26 city-class frigate in preparation for Sail Boston 2026.

Boston Climate Jobs Alliance RFP

The City of Boston Office of Workforce Development (OWD) works toward the full participation of all Boston residents in the city’s economic vitality and future by connecting low-income residents with job training and employment opportunities. OWD’s goal is to place Boston’s youth and adults on career paths that are fulfilling and economically secure. Convened by OWD, the Boston Climate Jobs Alliance (the Alliance) is a coalition of community-led groups, employers, colleges, unions, and long-standing workforce development partners committed to addressing the threats of coastal flooding, sea level rise, storm surge, and excessive heat, through the creation of sustainable, equitable, climate-ready workforce. The Alliance’s innovative approach will bring together 30+ stakeholders including training providers, community engagement partners, and climate policy practitioners, aimed at filling approximately 1,200 jobs committed by 13 employers in family-sustaining coastal and climate resilience occupations over four years. Workers trained through the Alliance will be placed in jobs that help advance coastal resiliency strategies, including:

Installing green infrastructure and other nature-based solutions to ensure f lood protection and water quality, e.g., landscaping and groundskeeping workers, forest and conservation technicians, climate coordinators, construction supervisors and laborers, civil/environmental engineers, operating engineers, and extraction workers

? Working to ensure water and wastewater systems reliability, e.g., wastewater operators, drinking water supply facility operators, general maintenance workers, and operating engineers

? Building critical flood and coastal protection infrastructure, e.g., construction managers and laborers, highway maintenance workers, civil/environmental engineers, pavers, and operating engineers

China Trade Center Roof Replacement

This project is to design a roof replacement of the China Trade Building located at 2 Boylston St. The project will upgrade an aged roof system with a new warrantied roof, additional insulation, repairs to joists and roof structure, safety updates to roof perimeter and skylights, and any modifications required to the roof equipment and skylights to accommodate the additional roof thickness. The services will include a site investigation, construction documents, bid assistance, and construction administration.

Citywide Land Use Impact and Needs Assessment

The needs assessment will examine key topics and evaluate trade offs based on shared values aligned with the Planning Department’s goals of fostering resilient, affordable, and equitable growth in Boston.

Genetec Managed Service Security

The BPDA’s 13 million square feet of real assets span Boston’s neighborhoods, and are managed, developed, acquired and leased by the BPDA’s Real Estate Department. To ensure excellent fiscal and operational stewardship of this public property, staff have implemented a best-in-class Genetec security program. Currently the Genetec System is functioning within 12 Channel Street in the Raymond L. Flynn Marine Park, with Building Security Project underway which will expand its use throughout the building. Through this RFP, staff are seeking similar services by expanding connecting additional EDIC-owned locations in the Raymond L. Flynn Marine Park.

Flagship Wharf Bulkhead Repairs

The Boston Redevelopment Authority (“BRA”) , d/b/a Boston Planning & Development Agency (“BPDA”), by its Chief Procurement Officer (“CPO”), is issuing this RFP within the Charlestown Naby Yard (“CNY”) for engineering design services entitled “Flagship Wharf Bulkhead Repairs” (hereinafter the “Design Project”).

Flagship Wharf (the “Wharf”) is used year-round as a key part of the City’s waterfront recreation and transportation networks. The Wharf hardens the Harbor’s edge with masonry and steel retaining walls to prevent filled land from eroding and provide for public use. Segments of the Flagship Wharf bulkhead and seawall are disjointed, interrupted by piers, constructed at different times. The wharf has currently weathered the marine environment past its useful service life and requires rehabilitative action to prevent its catastrophic failure.

On June 11, the Department of Commerce and National Oceanic and Atmospheric Administration (NOAA) announced $60 million in projects selected for funding to help train and place people in jobs that advance a climate-ready workforce for coastal and Great Lakes states, Tribes and Territories, as part of President Biden’s Investing in America agenda under the Inflation Reduction Act . Based on the Economic Development Administration’s successful Good Jobs Challenge, the Climate-Ready Workforce initiative is uniquely focused on preparing and placing people in good jobs that will advance climate resilience nationwide, ensuring coastal communities are prepared for the worst impacts of climate change. Design and Engineering Services for the East Boston Resilient Waterfront Project

The focus of this project is addressing two near-term critical flood entry points at Carlton Wharf and Lewis Mall in East Boston. These sites currently experience nuisance flooding, and with projected sea level rise and coastal storm surge will function as flood pathways inland through the East Boston Greenway.

The East Boston Resilient Waterfront Project at Carlton Wharf and Lewis Mall is a critical initiative by the Boston Planning Department aimed at addressing coastal flood risks in East Boston. The project aims to protect residents, buildings, cultural and historic assets, and transportation infrastructure from immediate and long term coastal storm and sea level rise impacts and enhance overall community resilience by improving the public realm and public amenities through integrated flood protection strategies.

Pest Control Services

Vendor must furnish all supervision, labor, materials and equipment necessary to accomplish the surveillance, trapping, and pesticide application components of the pest control program. The vendor must also provide site specific recommendations for structural and management changes necessary to achieve pest prevention.

General Repairs and Maintenance Services

The work consists of as-needed general contracting and specialized trade services for the repair and maintenance of properties owned by the EDIC and BRA, for both building (vertical) construction and public works (horizontal) construction. 12 Channel Street Janitorial Services

The selected bidder is responsible to provide daily, monthly, quarterly, and annual janitorial cleaning services at 12 Channel Street, including a day porter and night cleaning.
