Flood Resiliency Zoning Overlay District and Resiliency Design Guidelines Request for Proposals ("RFP")

The Boston Redevelopment Authority (“BRA”) d/b/a the Boston Planning & Development Agency (“BPDA”), in coordination with the City of Boston Office of Environment, Energy and Open Space, is issuing a Request for Proposals (“RFP”) for a consultant team, to develop zoning recommendations for a flood resiliency zoning overlay district and related design guidelines for new construction and building retrofits to guide compliance, hereinafter (“Project”). This Project is titled “Flood Resiliency Zoning Overlay District and Resiliency Design Guidelines.” This Project will function as a critical step in implementing the City of Boston’s 2016 Climate Ready Boston (CRB) vulnerability assessment and resiliency plan and more recent technical analysis of coastal resiliency strategies for East Boston, Charlestown, and South Boston. The resulting contract will be awarded to the most advantageous proposal, taking into consideration all evaluation criteria set forth in this RFP and the Fee Proposal.

The BPDA is requesting proposals from consultant and/or consultant teams, hereinafter “Respondent(s)” that have prior experience with waterfront and land use planning and related zoning; climate resiliency measures and related design solutions at the building and district scale; community engagement; and graphic design production. The budget for the project is $250,000. The duration for this Project shall not exceed June 30, 2019. Execution of the resulting contract will be contingent on availability of funds.
