The Boston Redevelopment Agency, doing business as the Boston Planning & Development Agency (“BPDA”), is soliciting responses to a Request for Proposals (“RFP”) for the sale of 104 Walter Street in the Roslindale neighborhood of Boston (the “Property”). The Property is an approximately 10,452 square foot parcel of land currently improved with a two story single-family home. The Property directly abuts the Roslindale Urban Wilds, a 9.5 acre open wetland area that is surrounded by the backyards of abutting residential properties.
This RFP seeks proposals for the acquisition and development of the Property into four (4) affordable homeownership units. Proponents must consider the optimal approach to address the existing home, including rehabilitation or demolition and new construction, in order to meet the development of the RFP. The appraised value of the Property is $760,000. As offer price is one factor used in determining the most highly advantageous proposal submitted in response to the RFP, proposers are encouraged to make competitive offers. The BPDA may consider an offer price below the appraised value if the proponent can demonstrate clear and quantifiable public value in a proposal that includes an offer for less than the appraised value. The Property is intended for disposition by a sale pursuant to the RFP. The Property is being offered as is, without warranty of any kind, express or implied. If concerned about the Property condition, legal or physical access and the maintenance thereof, property lines or boundaries or any other matter affecting the Property, prospective developers should investigate and conduct whatever due diligence and inspection deemed necessary.
The RFP package will be available on the BPDA Procurement Portal on April 7, 2021. Completed proposal applications must be submitted as instructed and returned directly to the BPDA, Municipal Protective Services Desk, 12 Channel Street 1st Floor, South Boston, by May 19, 2021, no later than 12:00 PM. Late proposals will not be accepted. A fee of $100.00 is payable upon submission of proposals, refundable for those proponents not selected.
A pre-proposal submission conference will be held virtually over Zoom on April 20, 2021 at 10:00 AM. Attendance at the pre-proposal conference is optional. Walkthroughs for prospective proponents will take place at 104 Walter Street on two dates: April 14, 10:00 am-12:00 pm; and April 27, 1:00-3:00 pm.
