This kind of infrastructure can include things like solar panels, wind energy turbines, battery energy storage, and short energy transmission lines. 

In order to comply with the 2024 Climate Act, the new State regulation 225 CMR 29.00, and reach our regional climate resilience goals, the City of Boston is drafting zoning and updating the permitting process for Small Clean Energy Infrastructure. The State is requiring cities and towns to provide an opt-in “Consolidated Permit Process” for the infrastructure by October 1, 2026, aligning with the energy resilience goals of Boston’s 2030 Climate Action Plan and our goals of reducing carbon emissions by 2050.

The draft zoning will be released prior to the virtual public meeting on Wednesday, July 29. In order to comply with the state deadline of October 1, 2026, this zoning will be considered for approval by the BPDA Board on August 13, 2026 and the Zoning Commission on September 9, 2026. Comments and questions are welcome, and staff will continue to accept comments on the draft zoning on an ongoing basis.

The Roxbury Strategic Master Plan Oversight Committee (RSMPOC) was developed to oversee projects that fall under the Roxbury Strategic Master Plan. Since the launch of PLAN: Nubian Square the RSMPOC meetings also include progress reports on the initiative. The committee meets monthly to discuss development and planning in Nubian Square.

The Commission also votes on Institutional Master Plans and Planned Development Areas in accordance with Article 80. Anyone may petition the Zoning Commission to adopt a zoning change. Following community engagement, Planning Department staff bring zoning change recommendations to the BPDA Board of Directors for approval and then petition the Zoning Commission. Once the Zoning Commission adopts a zoning amendment, it is sent to the Mayor for approval and then is codified in the Zoning Code.

Zoning Commission hearings are conducted virtually through Zoom. The public can participate in hearings by registering for and attending Zoom meetings and verbally offering public comment. The public can also send written comments by email to ZoningCommission@boston.gov or by post to 1 City Hall Square, 9th Floor, Boston, MA 02201
